ISLAMABAD: After initiating the construction of the 850 MW Ratle hydropower project, in another blow to the water interests of Pakistan, India has initiated the process of constructing the Pakaldul (Drangdhuran) hydroelectric project to generate 1,000 MW power.
It is a reservoir-based scheme proposed on river Marusudar, the main right bank tributary of river Chenab in the Kishtwar district in Jammu and Kashmir. The Indian authorities issued the tender No. CVPP/PD/MW/RB/TK/2013 dated: 19.06.2013 for holding the ICB (international competitive bidding). The Pakaldul project, is to be five times larger than the Baglihar project and will have the capacity to regulate the water flows in Chenab as a 16 km diversion tunnel is to be constructed under the design, reveal official documents available with The News.

India has already carved out a plan to generate 32,000MW of electricity on Pakistani rivers and will have the capacity to regulate the water flows that are destined to reach Pakistan. So far, India has built the Dalhasti hydropower project of 330MW, Baglihar of 450MW and it is also on the way to the construction of 850MW Ratle Hydropower project.

On the Neelum River that joins the Jehlum River in Pakistan, India has already completed Uri-1, Uri-II Hydropower project and is also close to completing the Kishenganga Hydropower project. So much so, it has also built two hydropower projects on the Indus River that include Nimmo Bazgo and Chattak hydropower project.

When contacted, Sheraz Memon, senior official of Pakistan Commission of Indus Water confirmed that India has informed about the construction of Pakaldul hydropower project and PCIW and NesPak (national Engineering Services of Pakistan) has examined the information that India gave.

To a question he said that PCIW and NesPak have found no objection in the design of the project in the preliminary stage. “However, we have asked India to provide more details about the design. When the detailed design of the project is available we will then be able to say whether the said project is as per the Indus Water Treaty or not.”

Arshad H Abbasi, known and eminent water and energy expert associated with SDPI said that the project would drastically impact the flows in the Chenab. The Chenab irrigates most of the land in Punjab province which is the food basket of the whole Pakistan. Abbasi said that PCIW (Pakistan Commission of Indus Water) in its current shape is no more effective to respond to any initiative taken by India to hurt interests of the country. He also questioned the integrity of Nespak saying its experts are not at par with international standards. He claimed that the design of the project negates the Indus Waters Treaty 1960.

The document reveals that the project is a concrete face rock filled dam and has an underground power house at a location 2 km of Dul dam, near village Trimuli. At full reservoir level at the height of (1700 M), the gross storage of the reservoir is 125.4 million cubic meter or 100,000 acre feet. “This dam will be completed on fast track basis in four years,” the document says.

Chenab Valley Power Projects Private Limited (A Joint Venture of NHPC Limited, JKSPDC and PTC India Limited) has issued the tender No. CVPP/PD/MW/RB/TK/2013 Dated: 19.06.2013 seeking International competitive bid.

According to the document, Chenab Valley Power Projects Private Limited (A Joint Venture of NHPC Limited, JKSPDC and PTC India Limited) being the owner is responsible to plan, promote and organize and an integrated and efficient development of Pakal Dul, Kiru and Kwar hydroelectric projects with an aggregate installed capacity of about 2120 MW in the Chenab River Basin in all its aspects in the State of Jammu & Kashmir, intends to implement PAKAL DUL (Drangdhuran).

The work under the Contract shall have to be completed i.e. commissioning of all the four units within 66 months from the date of issue of Letter of Acceptance and Defect Liability period of 24 months shall commence after completion/ commissioning of works.

The project envisages the design, manufacturing, supply, transportation, erection, testing and commissioning of 4 x 250 MW Francis Turbine Generator units, complete in all respects along with associated auxiliaries and ancillary equipment and switchyard with all equipment etc.

The project will have in its design the hydro-mechanical works such as diversion tunnel gate, spillway radial gates, fixed wheel vertical gate, Intake gates, Trash rack, Pressure Shaft steel liner and TRT gates.
