1. Person should believe on Islamic ideology of Pakistan. Quaid was the greatest supporter of an Islamic Pakistan and two nation theory. So he qualifies this clause.

2. He should have enough knowledge of Islam and should practice "Farz" and abstain from major sins like Wine, Adultery, crimes against humanity, society and faith. Alhamdolillah, Quaid was the greatest Muslim leader, who was un-corruptible, un-purchasable and performed all the obligatory prayers and was never involved in any moral and spiritual crime. He was selected by Allama Iqbal. Alhamdolillah, Quaid fully qualifies on clause 2 also. His knowledge about deen, its wisdom, the spirit of Islam and Sunnah was most incredible, even better than the greatest scholars of the time who followed Quaid.

3. The person should be honest and clean. Quaid was the most honest Muslim leader in the 20th century. He took only 1 rupee as salary and spent millions of his own wealth on Pakistan.

The liberal seculars are going mad litrally over articles 62,63 because they are all followers of secularism or Hinduism, they are all morally corrupt and they are all financially corrupt as well. That is why they are accusing and dragging even Quaid into this dirty campaign.
